Abstract. The Soviet development of the Arctic and the North as a whole in the 20th century was unprecedented in scale, pace and results. This unique experience of development, with its pros and cons, requires historical comprehension. Especially in the context of the interaction of people and nature, which is important for the modern economic development of the region. The state, using various mechanisms, actively formed a positive image of the Arctic and the North as a whole in Soviet society, “remaking” the disadvantages of the region into its advantages. The article analyzes the role of the concept “nature” in creation of the image of the northern city in fiction and journalistic literature as an intellectual construct using the example of Norilsk city. The theoretical and methodological basis of the study was the concept of geographical images formulated in the works of D. N. Zamyatin. It can be stated that in Soviet society and science there is a stereotype that the main object of management and transformation should be nature, which can be modified at any speed and to an unlimited extent. These circumstances must be taken into account now. It is necessary to move from the strategy of “development” to the strategy of “settling in” the North. In the process of “settling in” the North the state, not only in words, but in deeds, needs to rely both on the power vertical and state corporations and also on civil society.
