Abstract. The article examines the main activities of Magnitogorsk State Pedagogical Institute (MGPI) and its successor Magnitogorsk State University (MaSU) in the 90s. XX century and in the early 2000s. The dynamics of the development of MGPI at the final stage of its history is analyzed, the high pace of which gave grounds to the Ministryof Education of the Russian Federation to assign the university the status of a classical university in December 1999. Along with the recognition of the merits of the institute's staff, this decision of the founder set new tasks for the university's teaching staff related to its transition to a new stage of its development. The second part of the article examines the main activities of the management and staff of MaSU for the restructuring of all its main areas in accordance with the criteria applicable to the assessment of classical universities. The changes in the organization of the educational process, new forms of educational work, the reorientation of research activities from applied to fundamental research, the personnel policy of the rector's office aimed at creating conditions for the professional growth of teachers and international cooperation of the university were analyzed. As a result, it was concluded that the university staff successfully coped with the tasks set by the transition of MGPI to a new quality, and already in the first years of MaSU's existence, a solid foundation for its further development was laid.
